statically set the groupmod permissions

Does anybody knows if there is a way to statically set the permissions of the server? I mean via configuration files

For example I would like to set:

Code: Select all

groupmod permission add visitors canary.world.build

or

Code: Select all

groupmod permission add visitors scriptcraft.evaluate

I'm not sure exactly what you mean but you are able to edit the database files. For example in db/permissions.xml
