In my opinion, right from the projects start (way back when it was a continuation of the abandoned hMod) Canary was never intended to be a replacement or competitor to Bukkit. The Canary community has always been a small, relatively friendly bunch of people and I don't think this idea fits with a large group of staff / developers (and the large community that comes along with it). Throughout my time with Canary I have always felt like I knew most of the regulars on the forum on some level, you just don't get that in larger communities. While it is sad to see it end I think I would prefer it this way than as some large community like Bukkit.
So as an answer to the question, I don't think Canary was intended to be like Bukkit. It is because of this that it never became as popular as Bukkit. It wasn't really about which one was better. I realise this is not really answering the question (who can answer that?) but this is just my perspective on the project.
